There is some controversy how this message got to Hamilton, who was still aboard the flagship HMS Queen Elizabeth. The un-addressed message was written by Godley, signed by Birdwood and delivered initially to Rear-Admiral Thursby on HMS Queen. Thursby was opposed to the idea when he read the note. If the evacuation was to proceed, he estimated it would take two days to complete because of lack of transport. Be that as it may, he issued a precautionary order for the transports to stand-by for re-embarkation.

Captain Oppenheim recalled:

Rather curious – about 10 p.m. a piquet boat came round and told us “all available boats to go in at once to take off wounded”. Then about midnight a boat came round and said transports were to close in and all boats to get ready to re-embark troops.
